(East Peoria, IL) — Police officers in East Peoria, Illinois, say Billy Robinson is the “dumbest criminal” they’ve ever seen. Police say a woman caught Robinson in her driver’s seat trying to hot-wire her car. She told Robinson that she had called police and that she wanted him to “follow her” and wait for officers.
